There are four levels of emergency management in Nova Scotia, beginning at the individual level and progressing to the federal level.

Individual

Emergency preparedness begins at home. When individuals and families are prepared, there's less chance that they will need scarce community resources when an emergency occurs. Expect the unexpected!

Municipal

In Nova Scotia, municipalities provide the first level of response to an emergency. Each of the 55 municipalities has an Emergency Management Coordinator. That Coordinator is responsible for developing and exercising a municipal emergency plan.

Provincial

EMO(NS) provides emergency management education and training within the province. In an emergency which, due to its size or timing, cannot be responded to by the municipality, EMO becomes the window to the provincial government resources.

EMO(NS) administers two Acts.

Federal

If the situation warrants it, the province will request help from the federal government through the Office of Critical Infrastructure Protection and Emergency Preparedness Canada (EPC). EPC is the federal liaison between the provincial and municipal emergency preparedness communities.
